We purchased this beautiful Japanese Morning Glory from a seller named "MooseLodge" on Ebay. It will grow up to 8 foot. The blooms are HUGE!  This photo belongs to the seller. You can find them here: MooseLodge Ebay. This is the description included in this sale: 
" Blue Silk

It produces very large, Multi-Rayed, Pale-Blue flowers The flower is 4 to 5 inches in diameter. very large blooms for a morning glory.
Bloom color can have a Strong Blue to  a light shade of Blue. Vines need to climb so give them plenty of room.
the Blooms will remain open All Day changing to a Light-Pink by the end of the day. . . . Tolerates some shade- though  Full Sun is its preferred.  White Variegated, Leaves on 8’ or taller vines. water if in drought conditions once a week. no fertilizer required"

We germinated all five seeds. Three of them came up 
and  are growing beautifully!
